Possibly Coalport, this mug is the grand porcelain version of the pottery ones made to amuse cottagers. The drinker is halfway through the drink when a frog is revealed. The last gulp is designed to rush from the second frog's mouth and splatter on the face. Hilarious, apparently. The flowers and inscription are beautifully hand painted. It is a big mug, probably a pint. There is a crack near the lower handle.
